Project Manager (infrastructure Procurement Support)

Job Description:

 

  • Provide technical support in the development of Specifications and Procurement Documentation Templates including Standards for Built Environment Professionals (Consultants), Building Works Contractors and Civil Engineering Works Contractors.
  • Development of pro-forma templates for infrastructure procurement for:
  • Tender documents for procuring Building Works Contracts in accordance with the CIDB Standard for Uniformity, the CIDB BUILD Standard (where applicable), in compliance with the relevant Legislative prescripts (PFMA and Regulations to the PFMA, the Preferential Procurement Policy Framework Act and Regulations, Treasury Circulars, Instructions, Standards and Practice Notes, and the SCM Policy,
  • Tender documents for procuring Civil Engineering Works Contracts in accordance with the CIDB Standard for Uniformity, the CIDB BUILD Standard (where applicable), in compliance with the relevant Legislative prescripts (PFMA and Regulations to the PFMA, the Preferential Procurement Policy Framework Act and Regulations, Treasury Circulars, Instructions, Standards and Practice Notes, and the SCM Policy,
  • Tender documents for procurement of Built Environment Professionals in accordance with guidelines issued by CESA or other bodies recognized by the respective Built Environment Council, in compliance with the relevant Legislative prescripts (PFMA and Regulations to the PFMA, the Preferential Procurement Policy Framework Act and Regulations, the SCM Guide to Accounting Officers, Treasury Circulars, Standards, Instructions and Practice Notes and the SCM Policy.
  • Note: The above documentation to be customizable for Once-off procurement and/or establishment of Frameworks for Built Environment disciplines and Frameworks for Contractors in different in various specialized sub- disciplines (i.e. civil, water, mechanical, electrical, waste water, structural). The suite of documents should also encompass Expressions of Interest, Request for Proposals and Requests for Information.
  • Development of Pro-forma Advertisements for procurement relating to the above.
  • Development of an Infrastructure Procurement Strategy for the company to enable efficient procurement for infrastructure projects.
  • Development of Pro-forma Project-specific Procurement Plan Templates.
  • Support in and coordination of the Development of Annual Procurement Plans for compliance with Treasury Instructions.
  • Development of Pro-forma Bill of Quantities items/ Specifications/ Descriptions for inclusion in project - specific measured BoQs incorporating the requirements of the CIDB Build Standards, the CIDB SFU.
  • Development of Standard Workflow Processes, Templates, Standard Operating Procedures to ensure that there is full compliance to all Legislative prescripts, policy, Treasury Instructions, Circulars, Standards and Practice notes for the Bid Specification Committee, Bid Evaluation Committee, Bid Adjudication Committee.
  • Development of Standard Service Level Agreements for appointment of Built Environment Professionals.
  • Develop Frameworks for a program for the on-boarding of Built Environment Candidates and their workplace training & mentoring towards Professional Registration.
  • Positioning of the company as the lead agency with regard to efficient procurement for infrastructure services
  • Support provision in quality assurance and adherence to standards for non-infrastructure procurement.
  • Provision of ongoing support to the Properties and Infrastructure Management Services business unit in procurement planning

Job

Requirements:  

  • A Built Environment Professional with a minimum of 8 years post-registration experience,
  • A minimum of 8 years in Public Sector Infrastructure Planning & Delivery, of which a minimum of 3 years must be in the Public Infrastructure Procurement environment,
  • A demonstrated knowledge of:
  • The CIDB Act, regulations, Practice notes, BUILD Standard and Standard for Uniformity.
  • The Infrastructure Delivery Management System of Government (IDMS).
  • The Framework for Infrastructure Delivery & Procurement Management (FIDPM).
  • The Standard for Infrastructure Procurement & Delivery Management (SIPDM).
  • The PFMA and relevant regulations.
  • A knowledge of industry standard construction contracts – i.e- JBCC, NEC, GCC, FIDIC.
